About The East Joffre Community Association

The East Joffre Community Association is a Tennessee 501(c)(4) Social Welfare Non-Profit organization.

The EJCA Board

Representatives are sought for each of Holmes St., Palisade St., Alexander St., Reese St., Joffre Ave. East of Holmes St., and Central Ave. between Holmes St. & Reese St.

Current street representatives and their terms are:

  • South Holmes St. (1/1/24-12/31/25): Ali Asaad

  • Palisade St. (1/1/24-12/31/24, extended): Claire Ryan

  • Alexander St. (1/1/24-12/31/25): Peter Kauffmann

  • South Reese St. (1/1/24-12/31/24, extended): Wesley Ashley

  • Joffre & Central Ave.: vacant

Please note that no candidate was nominated or written in for the Joffre Ave. & Central Ave. positions. Per the Association Bylaws Article V, Section 1, the Board of Directors shall endeavor to nominate a member residing in one of the other districts as an interim representative until such time as a member residing within the district(s) can be appointed.

The next board elections will occur in November 2025 for terms starting in January 2026. Please email the board if you are interested in running for a position.

EJCA Committees

The Board is working to establish several committees for the betterment of the neighborhood, as set forth in the bylaws.

Standing Committees:

  • Community Safety (includes Neighborhood Watch)

  • Social Committee (activities and events)

Ad Hoc Committees:

  • Arts Committee

  • Neighbors Helping Neighbors (community assistance)

  • Various neighborhood advocacy initiatives on an as-needed basis

The History of the EJCA

The EJCA’s Establishing Committee worked diligently for many months to: 

  • Legally charter the organization as a 501(c)(4) Social Welfare Non-Profit organization chartered appropriately with the Office of the Secretary of the State of Tennessee.

  • Establish a Neighborhood Watch registered with the Memphis Police Department and further established relations with the MPD Tillman Station. 

  • Establish banking with the Regions bank branch at Palisade St. & Poplar Ave. 

  • Apply for, and be funded by, the MPD Neighborhood Crime Prevention Grant.

  • Host several social events & currently planning the National Night Out event.  

  • Draft and pass the initial EJCA By-Laws

At the end of 2023 th Establishing Committee turned the organization and its operation over to the first elected EJCA Board of Directors who began their term in January 2024.
