If you reside in or own residential property in East Joffre you can become a member of the EJCA for free!
We are not an HOA - there are no dues. We are a group of neighbors working to improve community in our lovely neighborhood!

About The East Joffre Community Association
The East Joffre Community Association is a Tennessee 501(c)(4) Social Welfare Non-Profit organization.
The EJCA Board
Representatives are sought for each of 1) S. Holmes St., 2) Palisade St., 3) Alexander St., 4) S. Reese St., and 5) EJCA Households along Joffre Ave. (odd numbers 3383-3427 Joffre) and Central Ave. (even numbers 3254-3372 Central).
Current street representatives and their terms are:
At-Large (Jan 2025 to Dec 2026): Ali Asaad, S. Holmes St. (serving since Jan 2024)
At-Large (Jan 2025 to Dec 2026): Claire Ryan, Palisade St. (serving since Jan 2024)
At-Large (Jan 2026 to Dec 2027): Peter Kauffmann, Alexander St. (serving since Jan 2024)
At-Large (Jan 2026 to Dec 2027): Chris Swenson, Alexander St. (serving since Jan 2026)
South Reese St.: vacant
Joffre+Central: vacant
Please note that no candidate was nominated or written in for the South Reese Street or Joffre+Central Ave. positions in the December 2025 election. The remaining board members were approved by the voting residents on an at-large basis. Per the Association Bylaws Article V, Section 1, the Board of Directors shall endeavor to nominate a member residing in one of the other districts as an interim representative until such time as a member residing within the district(s) can be appointed.
The next board elections will occur in Nov-Dec 2026 for terms starting in January 2027. Please reach out to the Board via email or using the Interest Survey on the Volunteer Opportunities page if you are interested in running for a position.
EJCA Committees
The Board is working to establish several committees for the betterment of the neighborhood, as set forth in the bylaws.

Neighbors Helping Neighbors (community assistance)
Various neighborhood advocacy initiatives on an as-needed basis

The History of the EJCA
The EJCA’s Establishing Committee worked diligently for many months to:
Legally charter the organization as a 501(c)(4) Social Welfare Non-Profit organization chartered appropriately with the Office of the Secretary of the State of Tennessee.
Establish a Neighborhood Watch registered with the Memphis Police Department and further established relations with the MPD Tillman Station.
Establish banking with the Regions bank branch at Palisade St. & Poplar Ave.
Apply for, and be funded by, the MPD Neighborhood Crime Prevention Grant.
Host several social events & currently planning the National Night Out event.
Draft and pass the initial EJCA By-Laws
At the end of 2023 the Establishing Committee turned the organization and its operation over to the first elected EJCA Board of Directors who began their term in January 2024.
